eBOSS21 submitted to drill

Plugmap_verify on updated eboss21 results in one warning.
plPlugMapP-9216.par: WARNING: Only 7 std stars on South half
The HA assignments seems to be more reasonable now. A little less than 2 hours for some of the plates. But, that should be ok.
Wrote a small script to check the LAMBDA_EFF values of the plates in eboss21. The script iteratively looks for ELG targets and their LAMBDA_EFF values in the plateHoles-.par files. Found two entries each in plate 9233 and 9237 where ELG targets have LAMBDA_EFF = 5400 \AA. Kyle and Hee-Jong thinks these are ELG targets which are cross-listed in TDSS target selection.

Finally submitted the eboss21 plates to drill shop. Didn't had much complain from the drill shop. Hopefully they will make in to APO by August 25.

Run this line of code once for each plate to generate the guide files for the different wavelength:
plate_guide_derivs, 9197, 1, guideon=7500
The parameters are plate id, pointing, and wavelength.
