Good progress on SoS ELG

Lots of progress in the SOS ELG problem. Modified the idlspec2d to run on the new idea. After a few bug fixes, finally could run it to get reasonable SN2 measurements. The beta value is now set at 0.25. Tested with plate 8957 MJD 57511 data. Behaved well on all cameras. Ran another test on plate 8956 MJD 57513 data. R2 shows "CHOLDC: choldc failed." Will have to debug it tomorrow. Finally, I think the problem is coming under control.

Hee-Jong has processed the eboss-22 tiling. The target density looks good. eboss22 has 96.2% ELG completeness and 3.68 sqdeg/tile. A total of 121 tiles covering 0< RA <45 and -5< DEC <5. Together with eboss21, this will be the ELG plates in SGC. TDSS target density of 12/deg2

Lots of iterations with Demitri to fix the platedesign of eboss21. . There were some NAN - NAN values in the fiber2mag entries in the ELG catalog list. This broke the platedesign code for eboss21. Kyle manually fixed these NAN values and Demitri re ran all of eboss21 45 plates. Had to manually check out the latest platelist product to verify the platedesign for eboss21. The HA values are not updated to -15 for three plates. This resulted in very small observing windows which are not desirable from operations point of view. For these 3 plates, the LAMBDA_EFF values are not at 7500. So, in short Demitri missed to re run these three plates. When notified, Demitri responded back saying he will rerun for all the plates and it will take a while. So, eboss21 is not going to drill shop even today.

Observers requested one plate to be plugged for testing before re-opening. Petunia is not working. So, had to calculate the visibility of plates from RA, LST and HA. Requested plate 7695 to be plugged. This is an incomplete plate which will fit in to the current observing windows.
